The development of the Eastern Tomakomai Area (the Tomatoh Area) began in 1971 under the Basic Plan for the Development of Large-Scale Industrial Infrastructure for the Eastern Tomakomai Area decided by the Hokkaido Development Bureau*. This was a national government project intended to build a foundation for heavy industry.

In 1995, the plan was reviewed and The Eastern Tomakomai New Development Plan was drawn up. The goal: "creating a city with every amenity, including the blessings of nature," that is, a city with infrastructure for industry, research, and living that achieves harmony with the natural environment.

The Tomatoh Area is in south-central Hokkaido, about 10 km east of central Tomakomai City, about 60 km south of Sapporo City, and about 10 km from New Chitose Airport. It is a vast development area of 10,700 hectares, spanning the city of Tomakomai City the towns of Abira and Atsuma.

The Tomatoh Area, which is 8 km east-west and 12 km north-south, consists of well-preserved forests, marshes and groups of lakes. In June 2007, the 58th Tree-Planting Festival was held here, the first such festival to be held in an industrial district in Japan. This attests to the rich natural environment of the Tomatoh Area.

The area is an important international logistics center near New Chitose Airport, is crisscrossed by high-standard roads, and includes the eastern harbor of the Port of Tomakomai, a particularly important harbor.
