The Rinku-Kashiwabara Zone, which adjoins New Chitose Airport, is 6 to 12 km from the coast. The zone is the center of development in the Tomatoh Area. It is the perfect place for residential facilities, commercial and administrative buildings, and manufacturing and research facilities. Automotive companies; machinery, metals, recycling, transportation and warehousing companies; and many others have located in this Zone, where the infrastructure is the most advanced. The Tomakomai Industrial Technology Center here provides technological support for areal industries.

Aisin Hokkaido Co., Ltd.
The Rinkai-Kita Zone, south of the Rinku-Kashiwabara Zone, is superior for distribution. Two high-standard trunk highways run through it: the Hidaka Highway, and the Kamiatsuma Tomakomai Prefectural Highway. Automobile engine factories are in this zone, which is an outstanding center for manufacturing and distribution.

Isuzu Engine Manufacturing Hokkaido Corp.
In the Rinkai-Higashi Zone, infrastructure provision under the Plan for the Creation of a Base for Promoting Recycling-Oriented Industries is progressing, and recycling related businesses in the zone have been established here. An oil storage base has been established. It can store enough oil to meet the national demand for oil for about two weeks. It is a zone suitable for the introduction of a wide range of industries and projects, including promising environmental and energy-related industries using the local resources.

The Rinkai-Rinko Zone is close to a vast, flat hinterland and a harbor for super-large ships. There are thermal power plants and biomass ethanol pilot plants in the Zone. In August 2008, the entire international container terminal was moved to the East Harbor of the Port of Tomakomai. Construction of infrastructure in the port hinterland has progressed, and further development of the Zone as a distribution base is predicted.
